Steve is a thought leader on best practices related to investment attraction, lead nurturing and engagement techniques for economic development organizations. Since 2003, ROI Research on Investment has worked with over 450 economic development organizations from around the world. Prior to ROI, Steve was Partner and Executive Vice President at a boutique Site Selection firm. Steven led the company’s site selection and incentive negotiation team and was awarded the Gold Level Achievement Award in the Private Developers Economic Development category by Business Facilities Magazine.
Since 2015, Steve has been leading an ambitious effort to harness the power of AI for investment attraction. Following 3 years of R&D, Gazelle.ai was launched in 2017, and has become the fastest growing data platform for economic developers with users in over 30 countries. In 2019, Steve was nominated as a Finalist for the EY International Entrepreneur of the Year Award and Gazelle.ai was nominated as Canadian AI Company of the Year and was recognized as one of the top emerging growth companies by Canadian Business Magazine.

Simon began his career in the private sector with Bell Canada Enterprises (BCE) where he held senior executive positions in business strategy, sales, and marketing. As part of a special BCE taskforce with McKinsey & Company, Simon developed a predictive model, based on algorithms, that offered advanced segmentation and targeting strategy. He was awarded BCE’s Ovation Award, the highest distinction at the company. In 2009, he joined ROI as a partner and was key in developing ROI’s private practice for deal makers as well as overseeing the company’s global sales and operations strategy and execution. Simon is Gazelle.ai’s Executive VP.
Chief Economist, Chief AI Officer
As Gazelle.ai Chief Economist, Dr. Kelley is responsible for the Data Creation, Forecasting, and Analysis of the platform. He manages our team of economists and data scientists who are responsible for developing and training our various algorithms. Hugh received his Ph.D. in International Economics from the University of California. Hugh has been a professor in the department of Accounting, Finance and Economics at the Oxford Brookes University, U.K. The economic elements of his work involve multiple forms of modeling including CGE and statistical modeling, micro simulation, and frontier agent based methods.
